Pro Soccer Major Indoor LAST NIGHT No games scheduled TONIGHT Pittsburgh at New York Cleveland at St. Louis NEW YORK (UPI) As flames licked the building, Russell Cunningham shouted five times for frightened 10-year-old boy to jump from a second-floor window.
The body-building champ and ex-Marine braced himself and the boy plunged from the ledge. "He was just a little kid about 100 pounds and I caught him," Cunningham said yesterday. The boy, who fell 25 feet, was unharmed. Cunningham, 23, who has always wanted to be a firefighter, said he "just knew" he would save the boy. "I didn't think about it," he just like helping out It wasn't the first rescue for the 6-foot, 200-pound Cunningham, who once pulled a couple from a burning car and was shot on two occasions while trying to rescue women from attackers.
About 12:30 a.m. yesterday, Cunningham was driving with two friends in Brooklyn when he saw the fire. "We arrived in the nick of time. There were people there, no firemen, just people standing around doing nothing. We broke a first-floor window to let the smoke out and helped this little girl get out." The girl told Cunningham that her brother, Andrew Gimali, was on the second floor.
"I looked up and there was the kid," he said. "I yelled 'jump' five times before he jumped." That was after Cunningham tried to run into the twofamily house, but couldn't because of the flames. Cunningham's uncle is a police officer in the South Bronx and his father is a firefighter in. "I was very proud to hear of what my son has done, but I'm not very surprised," said Russell an 18-year veteran of the department. The younger Cunningham was a corporal in the Marines and "when I got out two years ago, I got on the list to be a fireman.

Secretary of State Cyrus Vance, U.N.
Ambassador Donald McHenry and Assistant Secretary of State Harold Saunders will appear before, the Senate Foreign Relations Committee in public hearings scheduled Thursday and on March 17. Last Saturday, McHenry voted for a U.N. Security Council resolution condemning Israel's policy on settlements in occupied territory, "including Jerusalem." The Israelis were upset the entire resolution, but particularly by the inclusion of Jerusalem in the occupied territories. On Monday, President Carter said the inclusion of Jerusalem was an error caused by a "failure of communications" and the United States was reversing its vote. In another congressional development, the White House said it will still press for draft registration of women even though the plan has suffered what is probably a fatal blow.
President Carter's proposal encountered vigorous opposition when it was CONGRESSIONAL announced Feb. 8 and yesterday a House Armed Services subcommittee voted 8-1 to kill the bill. The subcommittee action does not affect Carter's call for registration of men, which he can order with his existing authority. In other congressional action, the House cut the proposed U.S. contribution to development banks in Latin America, Asia and Africa by about a third.
The administration had requested U.S. contributions of $4 billion during the next four years to the Inter-American Development Bank, which operates in Latin America; the Asian Development Fund, a part of the Asian Development Bank, and the African Development Fund. And a Senate Finance Committee subcommittee was told yesterday that inflation, unemployment and higher local taxes can only come from a reduction in revenue sharing funds that states and cities get. State and local leaders, appearing before the subcommittee on revenue sharing, said cutting the program only harm the economy. Helen E.
